considered that no useful purpose would be served by
putting forward claims which came within these
catagories.
The damage described in 5. appears to me
to come within the third catagory, i.e. it cannot be
described as a result of gross negligence and not be
justified by any consideration of military necessity.
I presume that railways and other lines of

communication are commonly claimed as fair objects
for attack.
